Her design and desires are unclear.. Seriously. Look at the popular capes; Superman, Batman, Iron Man, Hulk, Spider-man, Wonder Woman, Captain America.

At a glance you can get at least an idea of their themeing, powers, personality: idealistic flying dad, brooding bat ninja, tech mecha armor arrogant rich boy, super strong anger monster, secret identity teen acrobat, vaguely greek warrior woman, idealization of the american dream.

And from a single appearance where they interact with others you can understand their personality.

But Carol is complicated as hell. Her design tells you nothing about her other than "female super hero i guess". I know basically nothing about her personality, she has no clear character archetype (whether that is better or worse it is not MARKETABLE), no clear goals. No city to protect, parents to avenge, overriding desire for justice, feelings of responsibility from personal powers, no values to up hold.

Seeing how she acts in crossovers and events has told me NOTHING about those things other than "vaguely authoritarian maybe? Space?"

Especially her costume. Its literally just "uhh her classic costume is to sexualized for a major modern marketing push, so kree military uniform sort of thing" as far as I can tell. Its just meant to look "cool" but has no real meaning.

What I would do is give her long hair and the classic swimsuit costume back, but have her wear jeans, army boots, mirrored aviators and an aviator jacket with a fur trim over the top of it. With a visible hip flask maybe. And burn marks around the gloves from energy blasts. Maybe even a jet pilot helmet with built in hud to communicate with her commanders, and have her remove it if/when she decides to not be a human drone any more.

No. Rogue wasn't associating with the X-Men at that point. Chuck repaired and recovered Carol's mind with just Carol. He brought everything back, but Carol was missing a lot of emotional context for her memories. Not all emotional context of course. Otherwise she wouldn't have felt so betrayed by the Avengers for giving her up to Marcus.

Incidentally, this is why her friendship with Jessica Drew is so important. It's the first relationship she made after Rogue's attack and the only one that wasn't filled with memories that she felt like a spectator to.

Rogue sucking out Carol's memories has gotten exaggerated a lot over the years.
