He's basically a shadier version of Tony Stark now which wouldn't be that bad of a fit. People may admire Supes but Luthor's the one giving them the best high speed cellular and wifi in the country with stolen tech from alien war machines. When it inevitably implodes, he'll simply promise to rebuild it better than before if people vote him in for mayor.
