The thing about Kilgrave is that you have to be a fucking pushover for him to mind-control you when he's not being powered-up by something. Or to put it more delicately, you have to not be weak-willed. Jessica is weak-willed, she's a wreck. And supposedly that's part of her charm. This is all after the fact, I'm pretty sure Bendis didn't know the limits of Kilgrave's powers when he was writing him.
