The guy never opened his heart up do to his fear of losing his loved ones again. Him opening up to someone for the first time in his life since he was a child was proof of him trying to let go of his fear. Which we saw him struggling with in episdoe 9, when he left Ashi behind. So we can conclude that he wasn't truly enlightened. He just learned to conquer his hate to an extent.
His love for Ashi was greater then his willpower.
Ever heard of the expression, love conquers all, it's something humans can experience from time to time.

The realest answer you'll get is episode count. A season of a show will usually run 13 to 26 episodes. Genndy only got 10 and he honestly tried to juggle too many plates as well. Giving Ashi, Scaramouche, and the Scotsman B plots on that schedule meant that none of them would be that well done. A lot of material could easily have been split into multiple episodes and just kinds of happens out of convenience. Ashi's mother is with a bunch of random unrelated guys for no reason so they can do it all at once instead of two episodes. The scotsman goes off to do a bunch of stuff that could be interesting but we never see it. Scaramouche's little adventure honestly felt like it needed one more installment. Jacks wanting to commit suicide just kind of happens and while the logic makes sense it's portrayal just needed more minutes the show couldn't afford.

One of the reasons the first few episodes were so fucking cool is Jack could take the time to do things slowly and there were so few other elements you could really get drawn into his current condition. But once you had the daughters of Aku, headless scaramouche, the scotsman, and everything else, it suddenly became too much since instead of being able to sit there and have time to think about it all it has to be rapid fire.
