Chuck Jones, the guy who make Bugs Bunny Cartoons make a rule when Bugs need to be attacked first and then he raise hell over the victim, so he didn't attack first, and stop being a bully.

Tom and Jerry doesn't give a fuck, usually Tom get shit and it's the "Villian" just because he does what a house cat is suposed to do, in fack a lot of the time his owner say "if you didn't catch the mouse/ protect the thing, i will kick you out" and Jerry goes and fuck everything a lot of the time without reason (the only episodes i feel that Jerry was justified is when he protect a third character or Tom is alredy using Jerry as a fishing bait for example)

This episode in the picture is the worst, TOM plays all the fucking song and Jerry gets the Applauses, that the image of the series, Jerry wins because reasons and fuck Tom, because is evil, just because is a cat (or a bigger guy)

No, the episode where Tom inherits a million dollars as long as he doesn't hurt a single mouse is the worst.

He literally moves out as I recall and Jerry constantly tries to get on his tits and be a complete dick knowing he can't get touched. Thankfully, it ends with Tom beating the shit out of Jerry, but at the same time he's throwing away he's fortune

Tom and Jerry is just slapstick though. You're not really meant to take into account the characters morals and intentions. As a kid, no one really saw Jerry as the dick. It's only when rewatching later do you realise this mouse causes half the problems he gets himself into.
