There was a time when Satannish (another Marvel "devil") took the souls of four extremely evil people from his realm and reincarnated them on earth as his "Lethal Legion". The souls were Heinrich Himmler (who became Zyklon), Josef Stalin (who became Coldsteel), Lizzie Borden (who became Axe of Violence) and Lucrezia Borgia (who became Cyana).
It was an extremely strange storyline, and one I don't think would ever get printed at Marvel today given their different stances on (actual) nazism.
While the characters were unambigously depicted as the villains of the story, they did get an awful lot of exposition and personal banter, which felt really odd. Also I'm fairly certain the historical Lucrezia Borgia either didn't kill anyone or only ordered the death of a few people. Her reputation as a master poisoner was invented by her political enemies.
