This reminds me of a Rebecca Sugar quote:

I wouldn't necessarily call PB a sociopath per se, but I do agree with the sentiment.

I would agree that PB isn't entirely consistent with her early season one counterpart, but they establish her as a morally ambiguous dictator as early as late season one episodes like the Duke and What Have You Done.
Marceline's character did get revised for Stakes though. Her not wanting to be a vampire anymore pretty much came out of nowhere. Other than that, she's more or less the same, just not as angst-ridden, and a bit more mature.
