It's even better than that. PD initialized the switch, but fully intended to go back to her body eventually. The Rose that got PD's body played along at first, but grew arrogant with her new power and status, and came to the logical conclusion that if she eliminated the only one who knew she wasn't the original Pink Diamond, she could stay as a Diamond forever.

So our new Rose Quartz becomes a rebel who the 'Pink Diamond' is trying to exterminate, and eventually the Crystal Gems grow around her and her actual caring personality (since she likely started the human zoo before the rebellion.) That's also why our Rose/Steven has such an impressive powerset for a common Quartz.

As for the shattering of Pink Diamond's gem, it was likely either an accident in trying to reclaim her body or caused by the !quartz PD, desperate to not lose her power/status.

So everyone's happy. PD isn't truly dead, both PD and Steven's mother are caring loving individuals, and Steven has a wide powerset because he's really a Diamond.
