You're assuming the artist worked in digital. Sometimes pencilers and/or inkers still work on paper. Especially if it's for the big two, because they can sell the originals afterwards.

Considering the line quality, they may not even have separate layers. They could just be using pretty tight pencil for the finished art.

ink vs heavy pencils is a bit harder. most of the interior lines make me think pencil. Look at good boys raised arm. the blacks lose fidelity and appear to have pencil texture. same with mr. guys legs, etc.

however, solid blacks of mic, and cameras etc, look inked. Could be spot blacks in coloring I suppose.

From a coloring point of view. This is a tall glass of "not my problem/job".
Problem being basically any attempt to fix a penciller/inker fuckup, is a 50/50 crapshoot that the penciller will flip their shit for you having the audacity to fix their mistakes. So, you pretty much have to ask first, through editor, etc before you touch their lineart. This creates a huge backup in the telephone game, and workload.
