Why does Doctor Doom wear a mask? He surely has the technology or magic to fix any scars on his face. For that matter, the same is true of Professor X's legs.

Doom wears the mask because as he's actually admitted that it's a part of his whole "image" now. He straight-up explained to Loki that he's effectively weaponized his image, in effect playing the "meta" aspect of his character into part of his long-term plans. Also, while he IS vain, his appearance doesn't appear to be one of the things he's vain about or even cares about much.
Professor X's legs don't work not because of an injury (that origin has long since been ignored) but due to his powers, which cost him the use of his legs. A couple of times when he stopped having powers for whatever reason temporarily he got his legs back.

That's not how it worked in the movies, either. In the movies he lost his legs due to injury, but beast made a serum that allowed him to walk, but whatever it's mechanism was it also blocked X's telepathy.
Even if Doom could fix his face, it still wouldn't be his 'natural' handsomeness getting restored, it would merely be an exact imitation of it. You have to bear in mind, he's a bit of an autist with details like that.
