Gotta be Cape Suzette from TaleSpin for me. One of the few /co/ settings with spectacular and fantastic elements that doesn't have everyone on the planet caught up in life and death stakes every fucking day. Plus that dieselpunk aesthetic was the best when I a kid. Still among the best at 30.

Invader ZIM definitely has one of my favorite cartoon settings, but let's not pretend it's actually a nice place to live. It's a totalitarian dystopia where everyone is retarded, including the shadow government.
