A few reasons. Leela was a take-charge girl who was responsible, looked out for him, and was tough but fair. They could also relate to each other because they both knew what it was like to be alone. (Fry lost his family, Leela never knew hers.)

They would have gotten together sooner if Fry was more mature; that was Leela's major fault with him. But she doesn't really bother to help him there, she just nags and complains.

So Fry is the kind of idiot who would constantly chase her because of some romantic whim in his head until all hope was dead or he gets distracted.
Apparently Amy is attracted to Kiff's betaness and the joke is that he's apparently hot despite being a Froglet.
