Well yeah. Kirby had a beginning and an end for the Fourth World saga as early as when he began condensing it into a proposal. It ends with most of the characters introduced in New Gods and Forever People dying, Orion killing Darkseid and the war between New Genesis and Apokolips ending forever. But DC wanted to keep using Darkseid especially and had him handed out to various other writers and artists, and it was high on their list to not have those characters removed.

This middle panel breaks all the rules and yet it still works. Reading from left to right shows Forager backflipping over General Electric, but in the context of the scene he's frontflipping over him to catch the whistle. Your eyes follow the backflip, read Electric's bubble, continue the flip, read Forager's bubble, and then follow the flip the correct way back to connect with the panel below it. This is a fantastic use (abuse?) of the medium by Allred.

Mother Panic is kind of medicore at picking a tone and sticking with it. Each arc (3 issues each) has a different artist, and the tone shifts dramatically based on who is drawing it (rough ugly art for a gritty story, vs. more cartoony exaggerated art with the same darker writing clashes)
Shade is great, but you might need to be the kind of person who can handle high school writing tropes, since the first arc is about the alien taking over the High School Queen Bitch's comatose body.

Alright here is my headcanon. Basically White/New Morpheus let old (70s) Sandman go back to the world of the living on DC Prime Earth when either Rebirth or Flashpoint happened. Actually the last issue of Hellblazer mentioned something about God and angels pulling a fast one on people. I thought it was vague and could have meant anything but it lines up with what that guy posted. For kirbys original fourth world, you could skip most of supermans pal jimmy, and forever people (read up to about issue 6 of forever) but all issues of new gods is a must (and my personal favourite of the fourth world) and mister miracle issue 1-16 (or 10) & #17.
