I also have never spoken to a girl with the intention of flirting, and I'm 22. Interestingly, it might have to do with how much I've always cringed at cartoon tropes, including flirting in any form, and therefore would despise myself for so much as thinking about doing something so cliche.

Well at one point I tried until I got a reputation for being creepy since none of them reciprocated. So I stopped entirely.

Couple that with a crippling fear of rejection bred out of it happening 20+ times, at least 3 of which I got far too invested in, and you get a recipe for someone who turns into a wreck when I try to flirt. My only strategy is make friends, and hopefully that leads to something, and worst case, hey, I've got a new friend.
