He loves his dog, he's a musician and he recognizes that his actions are wrong, but is still willing to do them for the sake of something he loves.
That tells us a lot about his personality. It's just more subdued than Scaramouch.

x-49 is beloved here but at the end of the day, that whole episode was just genndy´s noir fetish. the whole thing with lulu was silly but it was on purpose to parody how most noirs have a female romantic interest, and on his episode it was a silly dog.
meanwhile, scaramouche is an actual character who will have a much bigger role in the story than X-49,had 2 amazing powers, has an actual personality and isnt just a character made to fill an aesthetic.

X-49 didn't start caring until he grasped the concept of right and wrong. He also felt upset when his fellow robotic kin were slain like worthless tools. Not saying a child-murdering robot like Scaramouch is beyond reproach, but X-49 was also a murderer. Emotional development takes time and, in most causes, trauma.
