Of course it was incestuous. Azula wanted her father's D: being the most prominent and powerful father figure, doing everything she can to please him but never really living up to his full expectations (despite what he said), etc.
And Zukos D: who was loved immensely by their mother (who was both loved and hated by Azula). He represented the parental love she could never obtain from her parents, and in turn she wanted to sexually dominate that representation to "overcome" her jealousy.

It only comes off as sexual because while he came there to confront her like he suddenly had a pair, she casually waves her power in front of his face and then finds him averting his gaze like the whipped bitch he knows he is.
