Hopeless and Soule heavily implied that the reason was the media being manipulated by the Inhumans. Their "fake news" were so efficient that even people who knew that Cyke was right turned on him after Inhumans' Info Wars (yeah, pretty dumb).

But by the end of IvX, the Inhumans are peace-loving guys who would never, EVER do something mean against mutants. In fact, they would rather destroy their most precious thing than let one mutant die because of that.

So why the fuck they needed to assassinate Scott's reputation? Which kind of heroes do that? Fuck, this is way more malicious than the current Champions' villains. And no one ever bothered to address that. No one ever will.

Lee & Kirby introduced the Alpha Primitives as a pack of warriors unleashed by Maximus, to stop Black Bolt from taking back the throne. They didn't really explain what the Alpha Primitives were beyond calling them "drones", and didn't show them in any role other than being Maximus' minions.

Later writers established them as slaves, so they could do a story where Black Bolt freed them. If they'd made them a recent creation by Maximus, this would have worked, instead they decided to have the Inhumans be OK with slavery for generations.
