Weird western cartoon with similarly gorgeous backgrounds, SFX/music driven scenes and sparse dialogue but with a slightly more horror vibe. Not necessarily Hex, but something like the Lansdale/Truman Vertigo minis could be a good starting point plot-wise.

You'll have a hard time topping Jack himself. For a dude who says so little, he's very well-defined. Strong, but doesn't like violence. Humble, but doesn't fear danger. Stoic, but kind-hearted. Open-minded and well-traveled, but something of a dork.

It really doesn't though. One of the major themes of that universe is just how little human life is valued. Even the "good guys" are a society of culturally brainwashed zeolites who regularly fight and die en-masse to preserve a horribly regressive and xenophobic status quo so future generations can proudly do the same.
Unlike Samurai Jack, there's no hopeful endgame; no possibility of things improving. It's just a universe of evil factions killing each other forever.

For an original idea:

Mature action cartoon with a similar vibe and atmosphere to Kill Bill. Story is focused around three separate women who were trained to be assassins, with a twist being that they're as much out for each other's blood as they are for their other enemies'. Their stories are frequently interlocking but they spend the majority of the time off on their own ventures. Lots of blood, gore, swearing, etc. Basically just Kill Bill: The Cartoon.

Rifts the animated series. Follow one of five protagonists as they wander the wastes.

The Glitterboy thousand of miles from Free Quebec. He wanders in the solemn understanding that if he doesn't reach his city in time it will be destroyed by the fascist Coalition States.

The Combat Cyborg and his Crazy friend. The merc duo fuck around in exotic locales doing jobs for the highest bidder. The better they become they bigger a target they seem to get on their back and both hold a dark secret they're running from.

The Dogboy on the run. After reading a book of poems this mutt found life to beautiful to kill anymore instead deciding to become a warrior poet dedicated to protecting life. His handler as promptly executed for failing to stop his escape and now he's being chased not just by the Coalition States but by every merc around.

The Cyber Knight. Wandering the wastes to find a reason to live after a lifetime of war.

The stories end up entangling with each other but they seldom meet, maybe for an episode or two at the most. Each season has a new major bad guy that seems to show up over the episodes. First season we see the Coalition States and Grand Commander Brit, a hard as nails magic using officer. From there you can go literally anywhere with Rifts. It's a gonzo setting that you could just have one episode deal with a source book and keep going for at least fifty episodes just on that premise. With the varied heroes you get to explore different parts of the setting too. The best part is it's very similar to how Samurai Jack was done already, crazy places full of crazy villains.
