Because they were created in the vein of Looney Tunes. LT were cynical and most of the characters were nuisances who tormented innocent people and always got away with it in the end. That was the purpose, to be a counterpoint to saccharine cartoon shorts like what Disney was pumping out.

That's definitely the case. Nearly all of Bugs Bunny's cartoons (including the modern ones) all give Bugs a rival that forces him to retaliate against them. Any time Bugs himself was the instigator, not only would it be out of character, but he'd also end up losing (like with the race against the Cecil Turtle).

There was indeed a point where Yakko mentioned that the Warners try not to physically hurt people unless being instigated to, but with that show, the character that really gets the short end of the stick would probably be Buttons.

There are fuzzy lines, though. Tom & Jerry ostensibly had a similar dynamic to a lot of these cartoons, but Jerry was basically a thief and a troublemaker, and almost always got Tom badly hurt or humiliated.
