How come Ant-Man could easily knock away a toy train that was thrown at him when he was shrunken, but Yellowjacket couldn't easily knock away ants that were attacking him when he was shrunken in size?

You lose mass but keep your momentum as if you had retained your mass. Ants held Yellowjacket down so he couldn't "use" his strength. If he could walk up and punch an ant, it'd get liquefied.
