Why are DC and Marvel comics singularly fixated on heroes, villains, and the superhuman geniuses who enable them?
Has there ever been an honest attempt to focus on how people actually live in a world where 20% of the population has a super power, new york is annihilated on an annual basis and there is a constant influx of alien technology?

Periodically, and no one cares to buy it, and it's shitcanned.
They even have a tv show about it, which I am sure is circling the drain.
No one is interested in the "normal civilian reaction" to Superheroes and villains because they operate in universes where the civvies are obligated to react to their shenanigans in ridiculous ways to drive the story.
Man of Steel really drove this point home by positing "what if we discovered the Alien?", then having everyone ignore the revelation til the cluttered CGI ending where it's reduced to cutscenes of extras staring up open-mouthed.

Go read Astro City or Top Ten or whatever, bud, but this is like asking why destined heroes exist in fantasy novels.

Some minis like the Frontline stuff they do for events where they focus on news reporters.
You should check out Love & Rockets. Specifically the early Jaime stuff. It's all about normal people in a sci-fi world of superheroes.

It becomes a weird story about a weird society ruled over by warring alien gods.
Most superhero comic have a supporting cast of normies.
