I'm a minority here, but I'll say seasons 10-17ish were comfy. Most episodes decent and had its share of his. It wasn't till 2007 they stopped caring. I gave up with boys of bummer.

The Simpsons hit their high point in Season 4 which then continued all throughout Seasons 5 and 6 (which ended with Who Shot Mr Burns Part One).
Season 7 is still some of the best television of all time but it also had the first subtle cracks of decline.
Only half the episodes in season 8 were up to the quality of seasons 4-6. By season 9 the magic was gone.

This is tough to do with your rules because there are poor episodes prior to Marge we Trust, and there are still a few good episodes after Frank Grimes; Lisa the Skeptic, Bart Carny, The Joy of Sect are all good, season 7 quality episodes, but a lot of the characters had become very one dimensional at that point too.
