Puppets are "animation" in the sense of the character/object being both designed/uniquely stylized, and having their characterization and movement be externally controlled.

Which is a loose, clunky definition that is still ambiguous about characters like Big Bird, but still should uniquely include and differentiate existing cartoon material from non-/co/

Though, I don't know if there is any thought on whether animatronics are considered /co/, but I guess if there isn't animatronic-dedicated media, that doesn't matter.
