By fighting power (when determined) with no outside help (no jimmy schemes). This does include skill and not just strength. Based on character portrayal and NOT comic relief (Sarah would be able to move from the third story of a school down to a parking lot, pick up a car, and haul it back up all in 4 seconds, making her stronger and faster than a super hero).
