Yes. Astro City started at Image but it was at DC by the time that issue came out.
Also, on the subject of Astro City, that issue isn't even that good by Astro City standards but Wizard had to suck its dick on every list they made to give their 1/2 issue gimmick moneymaking scheme some legitimacy. I have some fond memories of Wizard but they really were complete bullshit.

If Killing Joke makes it then one shots were viable which means a ton of good stuff like Face got left off.
Also, there are a bunch of Swamp Thing one shots from Moore or The Beard Hunter from Doom Patrol that should've been on the list. Overall it's not bad though, a few too many unambitious cape shittery one shots but it's cool, some of the cape one and dones like Starman #11 are great.
Coyote Gospel not making the list is a true crime though
