It's only recently that people have started to actively hate him and it's only because he's being pushed so hard.

In the cartoon he's a very comedic character, but that's in line with the show's general more comedic tone.

In the original New Teen Titans he was fairly serious, which makes sense considering his life just got completely fucked by his accident. He was a tragic character that dealt somewhat lightly with transhumanism. However this was before computers were prevalent, before the internet was really a thing at all for households and before robotics in humans were anything more than science-fiction, so that aspect of the character didn't age very well. He was basically just gritty Inspector Gadget.

Like Raven, because he was never that popular on the team he didn't get much development or attention. The New 52 was used to just totally reboot the character and bring him up to speed with modern technology. His two ongoings in the past few years have been pretty good, but not good enough to get people reading.

He's on the JLA now for pretty transparently shallow reasons, and some people have reacted very negatively to this.

The cartoon version is held in high regard because, unfortunately, people confuse stoicness/seriousness with lack of character, and the show added the kind of funny almost frat boy-ish aspect to the character, while admirably still keeping the serious aspect of the character when it's called for. Not that this is bad, just this is why people often say he had no personality in the comics despite that not really being true.

And this comedic aspect doesn't really fit with the way the JLA is portrayed so in the comics it's still not there, which adds to the distaste some have for him.

Meanwhile, on TTGO he's some kind of bizarre psychopath, even moreso than the other characters, which really weirds me out.

This is one of the best versions of Toyman. I wish they could just sit down and figure this character out in the comics, so they can actually be cool again. Post-Infinite Crisis Toyman was good. I'm not sure why they did away with that version of the character.

That was probably the best version of Toyman anywhere within the past 10 years or so, aside from Alex Ross' Justice. He was like the DCAU version, but I think younger and an actual robot, which, to be fair, I didn't like that part. Still great though.

And that one episode of Justice League Action proved that he can still be a fun villain. Someone just needs to do something cool with him.

The one in Justice League Action is basically just a slightly retooled, evil version of the Hiro Toyman, who I guess is more modern because he's bideo games instead of toys.

The problem is there's not really anything to do with him after he gets maximum power. He works in JLU because he only appears twice. And the first time he's not really any different from comics Amazo except for his character arc.

His comic version isn't bad either, but it's vastly different. I imagine his change came from them not wanting to re-do Rorschach, which was inspired by the question.

I also like the fact that he's an alien conspiracy nut when he's literally standing in a room with a well known alien.

I'm not sure how true that is. I vividly remember the entire reason I watched that show was because Venom was in the intro, and I already liked Venom, so I kept waiting for him to appear. And yes, this was back when the show was brand new, and I was a very young child at the time.

It's the most faithful show to the original comics, while still doing its own thing, and also being kid-friendly (something the original comics quite often weren't). The general consensus really depends on who you ask, but it does have a sizeable cult following.

As for it being "too grounded", you obviously didn't stick around for long. It goes into sci-fi and mystical territories later on, just like the comics. It only starts off grounded to not overwhelm you, but it does gradually go really off the rails in terms of stuff that's weird or larger than life.

Comics Norman has a lot of great moments, but TAS's more sympathetic approach makes him a much more dynamic, interesting, and engaging character.
