If superhero comics had a beggining, a middle, a climax and a end, it would make a coherent story that takes the course of a determined time space of, in batman's case, the life cicle of a real human. The reasons of why we never see Gothan improving, someone killing any character forever, or the Arkhan closing is because this would turn off the infinite money source from DC and Marvel

Gotham is fucking terrible and no one would care if the whole thing burned down. In No Man's Land they just kick it out of the country and in Injustice it's the first place they roll out super-police to. None of the villains in Arkham matter to the rest of the country unless they show up outside of Gotham.

Because the morals of the Batman series is still in the 1970s. Back in those days the US deeply cared about trying to do humane & fair handling of criminals and the violent mentally ill.Capital punishment was suspended from 1972 to 1976 over some rather deeply held moral grounds.

Then John Hinckley Jr. pulled his stun, almost killing Ronald Reagan. The american people were rather outraged when he was found not guilty by reason of insanity. Over all people stopped caring for the issue or even felt the protections given were being abused. Que the Insanity Defense Reform Act of 1984, now 2/3 of the people in the batman comics who would of gone to arkham should not anymore.

A lot of asylums for the IRL violent mentally ill were closed for afterwords. Truth is that the tone of the Batman series is a time capsule.
