It's hard to find the perfect middle ground for The Penguin.
Often they'll draw him too much like a normal person or a damn deformed flipper having guy or a short lil guy who isn't all that threatening.
But every now and then they get the long nose hooked enough, and glare of intimidating hatred and calculation right where ya want it to be.
And then I get a boner watching a man with a knife hidden in an umbrella.
It's not a healthy obsession, but an obsession I'm willing to admit.

I think Pain and Prejudice comes the closest to incorporating all aspects of him in a balanced way.
He's classy and calculating but not too normal or silly. He's disgusting and deformed but without being a flipper having abomination. He has the tragic aspects of the character but in a way that goes along well with what a bastard The Penguin is at core.

A direct result of Tim Burton. In fact, once Batman Returns faded from public consciousness, the staff was allowed to use a more normal design for Penguin.

There weren't many iterations of The Penguin that went so far as to give him those hand flippers apart from Burton and TAS.
And Burton's design was extremely significant in future iterations of the character. He reinvented the character.
