Nah, I liked it for its style and some of the ideas (Tarot deck as therapy for Two-Face) but it's not a great Batman story. I don't think it's supposed to be, it's just a mood piece.

His Batman run is a better Batman story, in the sense that it actually is a story, even if it's mostly driven by concepts than actions. Although many people probably don't agree, Frank Millers Batman Year One is in the Top 3 for me, followed by Morrisons Batman run. I haven't read much Batman, so I guess the earthquake arc is next in line for me (I read it when I was 12).

I don't think its in the top 10 best batman stories but I do love it, as a kid it thought me to appreciate art and it has one of my all time favorite monologue sequence of all time; That bit when batman confronts Killer Croc and Arkham narrates.
