Motherfucker, I know you don't read the comics, but if you did, you'd know Arkham has been destroyed and rebuilt from the ground up at least twice in the main canon (depending on what's still canon after Flashpoint/Rebirth), it's been moved into other buildings including Wayne Manor itself recently, it's been replaced with a state-of-the-art high-tech facility paid for by Bruce Wayne... it doesn't fucking matter because it's FICTION, so literally all a writer has to do to circumvent these imaginary security measures is say "Killer Croc has escaped!".

Except in all the depictions where it is a Victorian nightmare castle that makes you more insane just living in there.
This is not about the current ever-shifting canon, but perception of universal constants in the mythology.
And there is always Arkham, always the Joker etc.
And if every writer lazily handwaves the prison they have to get out of as secondary to the story, you just push the idea of that prison being meaningless.

You know, I kinda want to write some stories, most of them are self contained and a bit pretencious, but I have an idea for a Detective Comics saga.

Whenever December solicits hit, we start with Victor Fries' redemption, him bringing christmas back to some slums in Gotham creating snow for children to play, due to high temperatures, Batman seeing the freeze gun shooting comes by and just sees him laughing joyfully with his goons spreading some gifts for kids, then Fries says he misses Nora so much, he's starting to resign himself to never curing her. Batman sympathizes with him and enlists the help of Michael Holt and Pieter Cross to help him, with Bruce Way supplying the neccesary equipment as long as Fries agrees to work on a new hospital Wayne Enterprises is building.

From then on, we start visiting some villans, Batman seeing the fruits of his efforts in giving Fries a chance and starts a new initiative, with Poison Ivy, the Wrath, and Killer Croc, all with different outcomes.

Hmm, I don't know, I want Poison Ivy to just get away from Gotham and go live in some jungle, make her own garden creating and caring for plants, the Wrath I had the idea of having Batman finally coming to grips with "maybe, just maybe, killing could be justifiable", but the Wrath must kill so his rehabilitation wouldn't work perfectly, it would just be like giving a nail to a hammer that can't stop hitting.

About Killer Croc, I figured he'd just want to have as normal of a life as he can get, so he gets a probational time in GCPD due to his enhanced sense of smell, sewer knowledge and strenght, that way they could face other metas and stuff.

I thought about the Penguin, or Black Mask, and they'd definitively be failures.
