Let's see. Rabbit is gaining political power by rousing the rabble. Bear is a "useful idiot" moralfag.

More specifically, the world of end-town is a post-apocalyptic place where (most) people mysteriously turned into furries and then bombed each other into dust. Rabbit is preaching a self-help seminar/political rally about embracing their new animal form. Bear was in charge of a "society for human morals" or something which shunned things like drinking humanimal byproducts and had ties to the outgoing regime, pushing a movement to outright criminalize it. Rabbit was giving people what they wanted, Bear was annoying people with artificial morals, so Rabbit gained political power by setting up Bear as the enemy and toppling him.
