Interesting tid bit, this comic spelt the death kneel of the partnership between Grant and Wagner. I agree there are aspects to the story that are lacking. But, I do hold a soft spot for it, I'm a sucker for Post-Apoc.

All I know about this mini-series is that it was the thing that, along with the ending to the Judge Dredd Oz story basically turned Grant and Wagner against each other and permanently ended their writing partnership

It's a long story but the short version is that Grant came to absolutely HATE Judge Dredd and kept turning in stories where Dredd and the Judges were outright evil villains, in terms of terrorizing and killing and imprisoning innocent people and to keep the Judge system in place.
Wagner tolerated this from his partner for about a year until they started work on "Oz", which was the first major Dredd "epic" in a couple of years.
Grant basically kept demanding Dredd murder, in cold blood just because he could, a reoccurring supporting cast member (Chopper) who spent the arc running from the Judges (after being arrested on trumped up charges) and fleeing to Australia for sanctuary.
Wagner, having tolerated Grant's bullshit, went ape and pulled rank towards vetoing the ending because he knew it would destroy the script. Wagner and Grant broke up as a partnership afterwords, with Grant forced to do one-off stories and Psi Judge Anderson stories while Wagner controlled Judge Dredd and had to put out the dumpster fire Grant started

Being Brits and working from GB, they had the chance to look such things up and work them into the story without having their friends and families abducted and chopped up by editors.
Because that's what they do whenever they catch one of their artists or writers in the US doing research.
