MCU? None of them, it's Tony Stark. Then Captain America of course.
Comic wise? Spiderman. His comics are the most consistent in terms of quality; they have lows sure, but Hydra cap is another plot twist that leads to nowhere, and Iron Man's comics are shoddy too often.

Frank is, and always was, a fringe character.
Spider-Man's head is iconic enough to often be the fucking logo for the whole company. Has had more than one series dedicated to the fact that he interacts with every facet of the MU and is often used as a guest star to lend legitimacy to a new title.

I don't 100% disagree with what you are saying, but the Punisher is a outlier in the marvel universe while the other two are central parts of it. He and the marvel universe could be separated and they both would be fine.

To all the Frank posters: don't get me wrong I like Frank, but the best version of Frank happened in a different universe where there weren't any superheroes and has no relation to the Marvel Universe other than Frank and Nick Fury (I guess Kingpin too).
Also, Frank has had superpowers before (Enchanced by an angelic choir, been a Frankensteinesuqe monster, and had the Bloodstone). So in the main universe he isn't just a "normal guy".
