The crux of Steven and Garnet's relationship is precisely that she doesn't know how he'll turn out. Steven being something nobody has ever conceived before (yuk yuk) probably fucks with her future vision on a basic level; he's an unknown to her. Aside from foreseeing the consequences (direct and indirect) of his actions, she really has no idea what to do when say, his powers manifest in weird ways like in Too Many Birthdays or Alone Together, or just how to help him with fundamental issues like in The Test.
