From what I've been able to piece together, a few space pirate crews were trying to re-create Jumba's research after hacking his database and make their own 626s. When they failed, they decided to go gunning for the real thing. Stitch managed to get away and ended up in China. Jumba and Pleakley went in pursuit of the space pirates, who managed to bail from orbit after Stitch's escape, but then the Grand Councilwoman and Gantu come down hard on them and basically say "Go get Stitch or you're going to that prison asteroid we alluded to in the first movie and are actually showing on holoscreen this time".

Honestly, I don't consider the anime of Stitch in Japan as cannon of the official story. However, if this allow us to meet some others of his "cousins", I can accept it.

Nobody in the American fandom does. Hell, American Disney fucking hated it. Like they tried airing the dub on Disney XD, but it only lasted a couple of weeks.

From what I understand, some of the crew that's working on this show worked on the original TV series. So while it is an AU, it seems to have a lot more care put into it. This Space Pirate plot's a much better separator then the half-assed Toy Story 3 drama that the anime tried pulling off.

I don't think it's because of age. Chris Sanders voiced Stitch in the video games that came out recently and still sounds as young as ever:

The Stitch voice in the trailer for the new show sounds way deeper, I don't think that's Chris. The new VA is at least a lot closer to the original than that horrid English dub of the anime.

The one VA I can really believe is back is Jumba's voice actor, since he sounded the most similar. The Councilwoman sounds a lot younger and has more of an American accent, so I don't think that's the original VA.
