My point is still valid. It is likely that that prison is for prisoners of a higher status. It also keeps Iroh within the capital city, which Ozai would probably prefer.
nthing that Iroh's charisma made him a risky prisoner outside of solitary, but he's also the brother of the Firelord, so he's a political prisoner who they probably wanted to keep in the palace. Even though he wasn't exactly living in comfort and was confined to a room rather than basically free to roam the palace under heavy guard, he was still treated reasonably well.
