Instead we got Roshi who hasn't been relevant since Dragon Ball and Tien who had to kill himself just to immobilize Semi-Perfect Cell for a few minutes

The only thing new here is Roshi, but again, DB fans should know by now that every battle must have a comic relief equivalent. That formula it's a thing since the Ginyu Forces and there's o chance of it going away. Since Buu is out, now we have Roshi and Satan for that purpose.

Just laugh and enjoy some neat fight scenes with funny bits

also, the tournaments is won via ring-outs. as we saw with goku training on the turtle, mafuuba can actually be used to send someone flying to any nearby point, and not even zamasu could break out of it
so with goku picollo and roshi that's three warriors who have a cheap win tactic if need be
