Dick won a race in like the first or second episode by extending the front of his car, which was deemed illegal afterwards. Peter Perfect does the same shit to win in the next episode and gets away with it.

Dick would've won every race if he had raced within the rules but he says it's too boring to him to not fuck around with everyone. Also sometimes he just gets fucked over on decisions for no real reason.

The Mean Machine can't keep up a sustained pace. Dick Dastardly can get ahead of the other racers easily, but then he has to wait a while for it to cool off before he can keep going. He has time to set up traps while he waits.
