Was Billy Dilley ever really gonna premiere in spring? There was never an official announcement from Disney about that estimated airdate; only Aaron Springer and Charlotte Marie Jackson were saying so (and they have no control on the scheduling of shows). I always doubted Springer's Twitter announcement because DuckTales already had multiple promos despite being confirmed to start this summer.
Plus, it only makes sense to premiere a show taking place in summer IN SUMMER. Phineas and Ferb did it; Gravity Falls did it. I'm still excited, though.

Disney's main audience is children in school. While I can't say anything for yuropoors, in America, summer is the only part of the year where children are not required to go to school, and they get all of summer as a break. This means kids look forward to summer and have very positive opinions about it, and so shows are marketed around summer because of it.

I just thought shows that take the summer route do so specifically to stay away from the worn-out school settings. Harvey Beaks is a great example of doing just that without the need of a summer setting.
I'd also like to add that Milo Murphy's Law seems to be Dan & Swampy's reaction to having worked nearly a decade on a summer show. Now, they can release all the school-related jokes they'd been hiding all these years ("Rooting for the Enemy", "Athledecamathalon", and "The Math Book" help to better illustrate my point).

I'm sure it was just poor communication between the Big Bad Disney Bosses and the Billy Dilley Crew.
That being said, I'm really excited for this show. With Aaron Springer's background in slapstick cartoon comedy, Robertryan Cory working as a character designer, and the very existence of Pickle and Peanut, you can bet your bottom dollar that Disney gave Springer tons of creative freedom. I mean, look at how unconventional the three main characters look!
After Uncle Grandpa ends, I'm glad I'll still have a full-on cartoony cartoon to enjoy that doesn't try to take itself too seriously.
