I don't know that the Edo-era would have happened in the Jack universe, though. Aku's take-over happened well before Edo so maybe Aku just wouldn't think of samurai having guns.

Aku's are shown to have a charge up time, and it's magic energy so it not necessarily lightspeed.
But normally yes, lasers are dodged much too often in shows. The only people I've seen do it that make sense are Flash, Spider-man, and Luffy.
