In a podcast last year Phil Collins (one of the story supervisors for Song) confirmed this movie is set in 1640s Ireland.

It's going to be an allegory for the Cromwellian invasion of Ireland and the struggles between the Irish Catholics and the English Anglicans. I'd be willing to bet money on this.

It was fucking beautiful and tragic when you realize the end of the story is an allegory for Ben losing his childish innocence, not believing in magic anymore, and accepting his mother's death.
