Huh, I always thought that was more contentious. Like, the people trying to emulate Sam had heroic intentions, but they weren't noble, or smart, or selfless enough to actually do it properly, which ended up getting them caught in a whole load of bullshit that was already there but they made worse.

This isn't even the problem here.
The problem is that Red Skull has:
a) the resources to put the world under Hydra's control.
and
b) the capacity to fuck with Hydra!Caps plain with one thought, literally.
And the only reason he doesn't do it is because "nah, too easy". Hydra!Cap is a threat only because Red Skull is an imbecile, but at the same time, the story paints this imbecile as an infinitely cunning man.
And for some people this is "well-written".
