As knee jerk as it was, they literally have the perfect character to use as a response to the attacks (And did). They didn't need to have any villain crying over the Towers. I don't know how many stories they needed about 9/11 for it to stop being kneejerk and it start being capitalizing on tragedy.

It's annoying, because there actually are a number of villains who would be emotionally broken by seeing New York destroyed. Any of Spider-Man's villains (Kingpin there is a great choice) and I bet Green Goblin & Venom would've been really choked up by it if you needed another big name. Hammerhead would've hated it, though he's not exactly a huge draw. Same with Jigsaw and The Hood.

Yes it did. The US had been caught committing false flags or flat out lying in order to justify aggressive foreign policy in the Middle East and South America for two decade prior to 9/11. The WTC was just the icing on the cake. It's one of the main reasons "Peace in the Middle East" got going in the 90s.
