In the movie Quicksilver doesn't move fast. He slows down time to everything but himself. If he was moving fast he'd have ungodly momentum but hes seen slowly walking around doing whatever so clearly he doesn't have any. Until he hits something when suddenly he does. Also he clearly has super strength. When he picks people up and throws them around he isn't moving super fast and enhancing his strength using the insane force generated by moving super fast, he just stands there and gently tosses them around in slow motion.

I agree with everyone else. He seems to have a time dilation field. If he actually moved as fast as he seems to, he'd be killing people just by touching them and creating shockwaves everywhere he goes. He'd literally rip the pavement up as he runs on it.
