IDW's latest ongoing ended with the reveal that all the population of MC-1 had been unwillingly placed in suspended animation by a rogue tek-judge, but Dredd woke up and a lot of pointless shit happened. Now the suspended citizens are alive but the city is destroyed and nigh-reclaimed by nature, and Dredd is there trying to rebuild the Law. He also decided to let his beard go because Mad Max I guess.

That, and it's also terribly OOC for a character with a long history of hating any kind of facial hair on a judge. The comic does happen in an alternate continuity with a REKT Mega-City One, but still, as long as Dredd has a blade in hand I just can't see him letting himself go like that.
