You know what I find most amusing?

I doubt the Penguin planned any of this personally. He delegates too much. He might have made some requests or suggestions, but he probably left the bulk of that up for someone else to plan and enact on his behalf, as long as he got the assurance that it would be done and the reports when ti was finished.

The only logical explanation is that the Penguin employs one or more "professional life ruiner" people on his staff. Some consultant whose job it is to meticulously study someone and come up with a detailed plan to destroy everything they love as totally, and cost effectively, as possible.

I think Penguin was always the 2nd most popular Batman villain after The Joker.
And The Joker had a sizeable headstart because of being the first supervillain in Batman's Rogues Gallery. And it took The Penguin a while to develop his own identity outside of just being a James Bond villain with a penguin motif.
And there is still this idiotic "dude he's just a fat guy how can he be an enemy to Batman" mentality that people like OP share, and it used to be the biggest problem with selling The Penguin, which The Joker doesn't have.

The power to manipulate people is the greatest power of all. This is why superhero crap is full of monsters and heroes who can single-handedly defeat these legions. It's stupidity that childlike minds can grasp or have fantasies about. Few know the trick to manipulating people, so it never crosses their minds as story.

And the ability to manipulate people is basically the ability to lie well, which is to say not care about what others think. Recent studies show the quiet introverted types care wayyyy too much about what others think while the politicians don't give a rat's ass and just lie looking into your eyes from an inch away.

1. He's an excellent criminal mastermind/mob boss in that he knows how to plan and carry out crimes, how to effectively run an almost entirely untouchable crime syndicate/one that is constantly seen as "the lesser evil" compared to other crime families, and treats his men well enough to ensure their undying loyalty.

2. Penguin has +10 charisma, to the point that even Batman begrudgingly respects him

3. Penguin is the only A-List Batman villain that is not 100% incurably insane. Even Bane is prone to roid rage control issues. But Oswald never loses his grip on his sanity.

Has Bruce Wayne ever clashed against Penguin directly over business or city interests? I find it very hard for Wayne's corporate entities to not skirt with something that Oswald'a organization would have ties to. Remember organized crime is in unions and construction for a reason. And Gotham is too small a place for Wayne AND Cobblepot to not butt heads.

The more I look at Penguin, the more I see him as those guys who never forgive a slight. They carefully shelve it away in their memory and focus on the task at hand. But when the time is right, BAM! they strike without their victim expecting it. They might have forgotten him, but he didn't forget them.

He's basically Kingpin with autism. At least Fisk knows how to put a good public face.

I liked his design in the earlier seasons of Batman:TAS. Just enough flair that you could tell he was a character but not over the top.

I think his more ugly/monstrous designs work better when the stories are a little more grounded and dirty, having the Penguin echo the city of Gotham itself- powerful, ugly, corrupted and mean.

I don't like that idea, because it takes away from Cobblepot's Hook of being a top tier criminal and businessman. I can seeing him being tough in a fight due to his demeanor and ruthless nature, but besides that he should be a puppeteer first and foremost.

In a world with mega threats like Bane and loons like Joker, it's neat having that one guy who is strictly the financial aspect of crime.

I'd love to see one of these stories where Penguin just fucks with a guy...only to end up miscalculating and push the guy into going full Punisher rather than killing himself.
He destroys everything he holds dear over something petty and suddenly someone starts firebombing his businesses, killing his goons with a sledge hammer and is working his way through the line of people that were involved with the plan and everyone they care about in the most horrible ways, beelining towards the Penguin himself one mutilated corpse at a time.

And onto this scene comes Batman, no side is right, the guy is a vigilante just like him and Penguin did the god damned deed so he kind of deserves it, but goon #25s aging mother who was duct taped to her own ancient boiler and then it was turned up to full so her skin cooked off because he bought the gas that helped burn down the guys home certainly doesn't.

Could be fun.
