I've heard that the Hex Girls were originally proposed as a new IP, because Hannah Barbarra wanted to try doing a modernized take on the "teenagers solving mysteries" genre. At some point the idea got turned into Witch's Ghost and they've stuck around because Scooby Doo doesn't have a whole lot of memorable minor supporting cast members.
