The challenge with Two-face should be that you never know who is making the decision. Everything is up to fate and that should be enough to keep Batman on his toes. Will Harvey win or will Two-Face win? Will Batman be contending with a lawless degenerate of a human being or will he be dealing with someone with his own sense of justice?

But since he's Batgod, he's above those pulpy moral dilemmas that made him an intriguing character to begin with.

This is utter bullshit. Harvey is a never ending tragedy for Batman because they used to be allies and friends, until Harv went batshit insane. Two-Face is a major villain because he can be just as deranged and vicious as any other Bat-villain.

Same way Joker does, by being crazy unpredictable and fearlessly aggressive. As soon as they start to hesitate like their henchmen do, they get conked out but quick. It helps that Harvey is generally a better shot than the thugs he surrounds himself with, and despite being nuts he's a lot smarter too. And then there's the pity aspect which helps him get into Bruce's head, which makes Bats more likely to make a mistake.
