Being a God is not about using your omnipotent power to smite down everything and anything. It is about giving your subjects the means to accomplish greatness with minimal intervention. By creating the sword, they are allowing their creations to exercise their free will and allowing nature to take its course. Their job is to observe and only intervene in the most dire of circumstances.

For now, Aku is a mere stain on the entire universe. Sure his empire grows by the day, but after a thousand years hes only managed to take over a galaxy or two. The cosmic horror that preceded him threatened everything in creation at the time, Aku doesnt really compare. So for now, they stay their hand, and earth still has the means to defeat Aku. Shouldnt we feel flattered that gods have so much faith in us?
