He already showed childish idiot tendencies in the first book. A good example would be how his feelings in the love triangle drama were played for comedy rather than drama.
When it comes to the second book, IMO he actually got surprisingly positive treatment there, if you look past his role as comic relief. It looked a lot like they were setting up a "pride comes before a fall" aesop for him, but that didn't happen after all. Instead, Mako got jailed while Bolin solved the case and got the credit. His fight scene during the Nuktuk movie was one of the rare highlights of the whole book.

It's interesting to look at Mako and Bolin's paths in hindsight. Mako had romance drama between two girls, he fumbled everything and lost them both, and the girls hooked up with one another instead. He tried to build a career in the police and he attempted to become a workaholic to escape his worries, but he still got stuck in crappy situations like babysitting the prince. Towards the end of the show, it looked like they were just shitting on him as a revenge for that awful romance subplot in the first book. - Meanwhile, Bolin became a movie star, learned lavabending, worked on stabilizing the Earth Kingdom while the avatar was taking some time off, and his romantic interests included people like the Northern Water Tribe chief's daughter, another movie star, and Toph's grand-daughter. Even if Bolin usually contributed childish comedy while Mako was a lot more serious and determined, Bolin appears to have met more success in his life by the end of the series.
